Looking for improovements of services of general interest policy and administration develope more and more cooperative models. Thus public customers give special services to private industrial contracters. The outstanding feature of these models is that the contracter acts on his own authority whereas the services themselves are performed in close coordination with the public sectors. The industrial partner integrates himself into the structures and processes of the customer in order to perform the services more efficient and more effective for the user within a cooperation based on partnership.

Serco has great experience in performing operating models. Based on the technical know how in system support and information technology from projects in facilities management to the successful projects of Serco Group in public private partnerships Serco is able to take responsibility for complex service packs within these operating models and to realize them successfully.

In the first partially privatized penal institution in Huenfeld this model has been  successfully operated by Serco in cooperation with the penal service of the Hessian Department of Justice for years.

Operating models and PPPs are especially performed by Serco in the markets of defence, security and justice, in information technology (IT Services) as well as in facilities management of industrial and administrative sites (Integrated Services).
